Being the executive head of the Government the minister must choose such actions as will fetch fame and honour to the king and his country. If he is really interested in the recon­struction of the state, uneconomic and protracting profitless works should not be undertaken. Even by way of relieving the people from poverty, the ministry must not take up works which are not remunerative and which on the other hand may drive the country to more misery in the future.

In the case of taxation which is nothing bat a contribution of the people to the proper running of the Government, the ministry is required to consider the incidence and the paying capacity of the people. The levy and collection of taxes must not be felt as a heavy burden and the people must be educated to pay them willingly. A clear explanation of the expediency of the particular tax will convince the tax payer of its necessity. Payment of taxes with heart heavy and eyes full of tears breeds contempt and hatred against the Government.
