Translation Department
2.1. Introduction:
“Let us strive to translate great works of foreign lands into Thamizh”
This calling of Mahakavi Bharathi, highlights the importance of translation. Translation is a science as it involves transferring ideas from one language to another by understanding the writing, style, and context. Translation is also an art, since it strives to maintain the aesthetics of the content involved.
2.2 Origin :
Considering the indispensability of translation, the Department of Translation was established at the Secretariat during the British rule. It has been functioning effectively with the backdrop of technological development. Directors of this department have far excelled in rendering their services for the cause of Thamizh, ever since the post of the Director (Translation) was created in the year 1968. Significantly, two Directors of this department had been elevated as the Vice Chancellors of Thamizh University, Thanjavur and a Director had served as the Secretary to Government of Thamizh Nadu, Department of Thamizh Development and Culture. Yet another Director of Translation is a renowned Tamil Writer.

2.4 Subjects of Translation:
Files received from various departments of Secretariat are being translated into Thamizh and English.
Notifications received from various departments of Secretariat are translated and sent to the Government Central Press for Publishing in Thamizh Nadu Government Gazette and Thamizh Nadu Government Gazette Extraordinary.
The Audit Reports of the Committee on Public Undertakings and Committee on Public Accounts received from the Accountant General are also translated into Thamizh Language. More than 700 pages of such reports pertaining to various Departments of Secretariat viz., Agriculture Department, Health and Family Welfare Department, Tourism Department, Commercial Tax and Registration Department have been translated last year.
Annual Reports of the State Human Rights Commission, Annual Reports of Thamizh Nadu State Information Commission and Annual Reports of the Vigilance Commission are being translated into Thamizh. Likewise, more than 400 pages have been translated last year.
Model Code of Conduct, Election Guidelines, Manuals for Electors, Candidates and various Election Officers including Returning Officers etc., received from Public (Election) Department were translated into Thamizh during the elections within stipulated time by the Department. Similarly, more than 600 pages have been translated for the General Elections to the Parliament and Legislative Assembly, 2019.
Government Orders of various Departments of Secretariat, Guidelines of various Departments of Secretariat viz., State Forest Policy from Forest Department, and Circulars of various Departments of Secretariat are being translated by the Department.
The Department of Translation not only undertakes various works for translation, but also, scrutinizes Policy notes of various departments of Secretariat.
As a significant step towards e-governance, Photo Captions received from the Information Department about the regular events of Thamizh Nadu Government, Meetings participated by Hon’ble Chief Minister and the Implementation of People Welfare Schemes are instantly translated from Thamizh to English in the Official Facebook Page of Thamizh Nadu Government.
It is pertinent to note that more than 7000 pages have been translated in the last year by the department.
2.5. Achievements of Translation Department:
As per the announcement made by then Chief Minister of Thamizh Nadu, Hon’ble Puratchi Thalaivi Amma in the Legislative Assembly, “Pathinenkeelkanakku Works will be translated into French and German Languages”. Being the Project Co-Coordinator, the Director of Translation had participated in the meeting on Intricacies and Nuances in the Translation, which was headed by the Secretary of Thamizh Development Department conducted in France and Germany from 26th March 2019 to 2nd April 2019.
On behalf of Thamizh Nadu State Government, the Director of Translation along with the Hon’ble Minister for Thamizh Development, Thamizh Official language, Thamizh Culture and Archaeology participated in the 10th World Thamizh Conference, Chicago jointly conducted by the International Association of Thamizh Research, Federation of Thamizh Sangams of North America (FeTNA) and Chicago Thamizh Sangam from 4.7.2019 to 7.7.2019.
2.6 Computerization of Translation Department:
From the inception of the Department of Translation till 2017, the translation works was being carried out manually. But, by considering the advancement of digital technology, and based on the announcement of the Hon’ble Minister, the Department has been computerized. As a result all files are currently translated and rendered in Unicode and sent to the concerned departments concerned.
Tracking the inward and outward movement of files has also been digitized by this department.
2.7 Audio-Visual Translation
The Department has not only progressed in translating the files and documents, but it also translates the audio-visual recordings into text format.
2.8 Translation in other Indian languages
The Hindi speech of Hon’ble Prime Minister advising parents, teachers and students on stress and examination fear was translated into Thamizh by this department and a book titled “Thervukkana Thenthuligal” was released by the Hon’ble Governor of Thamizh Nadu.
Texts and notes in Hindi received from the Rashtrapati Bhavan, Prime Minister’s Office, Raj Bhavan, and also from various other states are being translated by this department and sent to the departments concerned. More than 500 pages were translated from Hindi into Thamizh and English during 2018-19.
Notifications received from the Co-operation, Food and Consumer Protection Department of Secretariat are translated in to Malayalam and sent to the Districts like Kanyakumari, Salem and Nilgris for publishing them in their respective District Gazettes. Likewise, the files received in Telugu have also been translated into English and Thamizh.
2.9 The Road Ahead
Apart from translation works, our officers are encouraged to pursue higher studies research. Accordingly, a Section Officer of this department has been permitted to pursue Ph.D., (part time) in Hindi.
All the Assistant Section Officers had undergone the Foundation Training conducted by the Personnel and Administrative Reforms Department in the aim of imparting the Administrative skills to the translation officers of this department.
Further, an Assistant Director was promoted as Deputy Director and four Assistant Section Officers have been promoted as Section Officers.
Permission had been accorded to an Assistant Section Officer to chase her passion of shooting and to participate in competitions.
The art of translation flourishes day by day. In addition to the regular administrative files, the need for translation of lectures / speeches is also on the increase. Tholkappiyam reiterates the imperativeness of capacity building of those involved in translation, in the following lines,
